The 74HCT574 is an octal D-Type positive edge-triggered flip-flop with 3-state outputs. The device can accept a supply voltage range from 4.5V to 5.5V. 

OE is the output enable input and CLK is the clock input. When OE sets high, the outputs are in a high-impedance state. OE does not affect internal operations of the flip-flop. Old data can be retained or new data can be entered while the outputs are in the high-impedance state.
